The situation in Ukraine has developed to this point, which is something China does not want to see. #China has always advocated peace and opposed war, which is a historical and cultural tradition of China.
We have always made independent judgments on the merits of the matter itself, advocated upholding international law and the universally recognized basic norms of international relations, adhered to the United Nations Charter, & advocated a common, comprehensive, cooperative and sustainable concept of security.
These broad principles are the basis for #China's handling of the crisis in #Ukraine. China has put forward a six-point initiative on the humanitarian situation in Ukraine and is ready to provide further humanitarian assistance to Ukraine and other affected countries.
All parties should work together to support the Russian-Ukrainian dialogue and negotiations to produce results and peace. The United States and NATO should also engage in dialogue with Russia to unravel the crux behind the #Ukrainian #crisis and resolve the security concerns of both Russia and Ukraine.
Since our first 'virtual meeting' in November last year (*detail: November 15th 2021), the international situation has undergone significant new changes. The theme of the era of peace and development is facing serious challenges, and the world is neither peaceful nor tranquil. As a permanent member of the UN Security Council and one of the world's top two economies, we must not only lead the U.S.-China relationship forward on the right track, but also assume our international responsibilities and make efforts for world peace and tranquility.
Mr. President Joe Biden and I agree that the United States and China should respect each other, coexist peacefully, and avoid confrontation, and that both sides should strengthen communication and dialogue at all levels and in all areas. Mr. President just reiterated that the United States does not seek a 'new cold war,' does not seek to change the Chinese system, does not seek to strengthen alliances against China, does not support 'Taiwan independence, & has no intention of engaging in conflict with China. I take these statements very seriously.
At present, Sino-US relations are not yet out of the predicament created by the previous US administration, but have encountered more and more challenges. In particular, some people in the United States have sent wrong signals to the 'Taiwan independence' forces, which is very dangerous. If the Taiwan issue is not handled properly, it will have a subversive impact on the relationship between the two countries.
I hope the U.S. side will pay sufficient attention to it. The current situation in U.S.-China relations is a direct result of the failure of some on the U.S. to implement the important consensus reached between the two of us and to put Mr. President's positive statement into practice. The U.S. side has made a misreading and misjudgment of China's strategic intentions.
China and the United States have had and still have differences, and will have differences in the future. The key is to manage the differences well. A stable and developing U.S.-China relationship is beneficial to both sides.
At present, the world has been very difficult, both to deal with the COVID19 outbreak, and to protect the economy and people's livelihood. As leaders of major countries, we have to consider the proper resolution of global hot issues, but also global stability and the productive lives of billions of people.
People will suffer if we impose comprehensive and indiscriminate sanctions. If further escalation, it will also trigger a serious crisis in global trade and economy, finance, energy, food, industrial chain supply chain, etc. which will add to the already difficult world economy and cause irreparable damage. The more complicated the situation is, the more necessary to remain calm and rational," Xi reportedly said according to the readout from #China.
In any case, we must show political courage, create space for peace and leave room for a political solution. The key is for the parties to show political will, focus on the present and look to the future to find a proper solution, and other parties can and should create the conditions for this. The most urgent task is to continue dialogue and negotiations, avoid civilian casualties, prevent a humanitarian crisis, and put an end to the war at an early date.
The long-term solution lies in mutual respect among major powers, abandoning the Cold War mentality, refraining from confrontation between camps, and gradually building a balanced, effective and sustainable global and regional security architecture. China has been doing its best for peace and will continue to play a constructive role.
